To set up Code::Blocks with the MinGW compiler on your computer at home, go to:
http://www.codeblocks.org/downloads/binaries

Select the download for your environment. I selected within:
    Windows 2000 / XP / Vista / 7:
    codeblocks-13.12mingw-setup.exe
Click on: Sourceforge.net to download. Save File

In my Downloads directory I double clicked to execute: codeblocks-13.12mingw-setup.exe
click Yes - The wizard starts - click:
Next - I Agree - Next - Install - Yes - OK - Next - Finish
