To set up Code::Blocks with the MinGW compiler on your computer at home, go to:
http://www.codeblocks.org/downloads/binaries

Select the download for your environment. I selected: Windows - codeblocks --- mingw-setup.exe
Click on: Sourceforge.net to download. Save File

On your machine double click on: codeblocks --- mingw-setup.exe
OK - Run Wizard: next - I agree - next - install - next - finish - OK
Run Codeblocks: - yes - Yes, Associate with C/C++ file types
