EFS has a "back door" that lets designated recovery agents open any encrypted file. The availability of this back door is both good news and bad news. The good news is that encrypted files can be recovered when necessary. The bad news is that this capability opens a potential security risk, and you need to be sure you take measures to protect yourself against it.
